National Farmer Data Integration Platform
Role & duration: Software Engineer / MIS Consultant (August 2022), carried out as off-project work alongside the concurrent YESS Programme (IFAD) engagement, Kementerian Pertanian Indonesia and Kementerian Keuangan Indonesia.
The Ministry of Agriculture and Ministry of Finance needed a reconciled view of farmer identity across two independently maintained systems: SIMLUHTAN (Agriculture’s national farmer and extension-worker registry) and SIKP (Finance’s agricultural credit information system). Without integration, a farmer’s credit eligibility and program participation couldn’t be cross-verified between the two ministries. This came up as an off-project request during my time on the YESS Programme MIS work, where I was already deep in farmer-data cleanup for a related reason: duplicate national ID numbers (NIK) were inflating YESS’s own KPI counts, so the underlying data-quality skill set carried over directly to this cross-ministry effort.
What I Built
- Cleaned and aggregated 4+ million farmer records from SIMLUHTAN for matching against SIKP.
- Produced a reconciled, shared view of farmer identity across the two ministries to support nationwide reporting and financial reconciliation, work that previously had no shared process between the two systems.
Impact
- Results were presented at a DPR (Indonesian parliament) session as cross-ministry policy data, a high-visibility outcome for a data engineering effort.
- Enabled reconciliation between agricultural program participation and credit eligibility data that previously had no shared view across ministries.
